Abstract

The This study aims to formulate a collaborative policy advocacy model for local public policy formulation. This article employs a qualitative approach with a conceptual study design by synthesizing literature on policy advocacy, the Advocacy Coalition Framework, collaborative governance, public participation, policy networks, policy brokers, and local policy formulation. The findings show that local policy formulation requires an integrated framework that connects public issues, collaborative actors, deliberative arenas, advocacy instruments, policy outputs, and policy outcomes. The proposed model positions public issues, community needs, and affected groups’ aspirations as inputs; local government, local legislature, civil society, academics, media, communities, private actors, vulnerable groups, and policy brokers as collaborative actors; and dialogue forums, public consultations, public hearings, and multi-stakeholder forums as deliberative arenas. Advocacy coalitions, policy evidence, policy briefs, advocacy narratives, and media engagement function as instruments for translating public demands into policy alternatives. The study concludes that collaborative policy advocacy can strengthen local public policy formulation by improving responsiveness, participation, accountability, and social legitimacy. The model contributes theoretically to public policy studies and practically offers a framework for local governments and policy actors to design more inclusive and legitimate policy formulation processes.
